Strong economic development depends on strong leadership – and informed participation. As Natrona County continues important conversations about growth, opportunity, and the future of our community, the role of the Advance Casper Board of Directors remains central to shaping that path forward.

This page highlights members who are currently running for election, offering voters an opportunity to better understand the individuals seeking to serve in these roles. Economic development decisions impact businesses, workforce, infrastructure, and quality of life across Natrona County. By learning more about the candidates and their perspectives, community members can engage more thoughtfully in the process and help ensure our region continues to grow with intention, transparency, and collaboration.

Tiffany Funk – Regional Manager of JJM Group Hotels

Tiffany Funk has made the hotel industry her field of expertise. For more than two decades, from her early days of housekeeping, while earning her Bachelor’s of Arts in Business Administration and Management, to her current role of Regional Management for JJM Group Hotels, Tiffany took her love of the hospitality industry and paired it with a knack for budget analysis to create a unique set of skills tailor made for excelling in hotel management. Her insight and experience led to being part of the development and construction of 4 hotels and 1 restaurant. In addition, she has assisted with brand conversions, pips, and numerous renovations. As the regional manager for JJM, Tiffany oversees each property’s revenue and expenses and truly enjoys analyzing the trends in the market. She is also an active community leader, dedicated to ensuring Casper’s continued growth. Tiffany sits on two boards, both of which focus on youth sports in Casper. While she spends much of her time analyzing trends and detailing budgets, she still enjoys taking time away from the back office to welcome and get to know hotel guests!

 

Glenn S. Januska – Director of Casper-Natrona County International Airport

Mr. Januska attended Southern Illinois University where he received a Bachelor’s Degree in Aviation Management. After college he completed an internship with the Dane County Regional Airport (Madison, WI) prior to accepting a position as Assistant Airport Director at Austin Straubel Int’l Airport (Green Bay, WI). After 4 years in Green Bay, Mr. Januska became the Manager of the Waukesha County Airport (Waukesha, WI), a position he held for 8 years prior to becoming the Director of the Sioux Gateway Airport (Sioux City, IA) in December of 2000. Mr. Januska started as Director of C/NCIA in November of 2006.

Mr. Januska is a private pilot, an Accredited Airport Executive, and has served in leadership positions for numerous aviation and airport organizations. He has served as an Associate Professor for Southern Illinois University teaching airport management and planning courses, holds a Master’s degree in Business Administration (MBA) from Marquette University. While in Wyoming he has served in the following capacities:

  • Board of Servant Leader (BSL) and Board of Finance (BoF) – Highland Park Community Church
  • Member – Casper Area Metropolitan Planning Organization (MPO) Policy Committee
  • Board Member and Treasurer – Natrona County Travel & Tourism Council
  • Board Member – Casper Area Chamber of Commerce
  • Board Member (Club Treasurer) – Rotary Club of Casper
  • Steering Committee Member – Visit Casper Tourism Master Plan
  • Board Treasurer – Nicolaysen Art Museum
  • City Council Liaison – Youth Empowerment Council
  • Board Member – Natrona County Recreation Joint Powers Board

Mr. Januska is a former City of Casper Councilman, is married, and has three children.

 

Matt Welsh – Financial Advisor at PMCH

Matt is a financial advisor at Porter Muirhead Cornia Howard here in Casper, WY.  His objective is to help busy people make smart decisions with their money. Matt and his family (wife Meral, and two kids, Hayden and Archer) moved to Casper in August of 2024 after spending 16 years living in Eagle County, Colorado. Outside of work and family, Matt is an Eagle Scout that continues to enjoy a variety of outdoor activities, attends a Metallica concert whenever feasible, and wishes the Steelers were better at football.

 

Shane Porter – CEO of WLC Engineering and Surveying

Shane Porter is a Casper Native and President and CEO of WLC Engineering and Surveying (WLC) a Civil Engineering and Surveying services firm in Casper. After beginning his college career at Casper College, he completed his bachelor’s degree in Civil Engineering at the University of Wyoming in 1997 and earned his Professional Engineer License in 2001. Shane began working for WLC in 2004. Shane was elected to the Board of Advance Casper in 2017. As a Natrona County small business owner, Shane is very aware of the need to bring skilled, professional workforce to the area, and to focus on economic development to create a community where individuals can prosper both personally and professionally.

 

JoAnn Skeim-True – Laramide Group, LLC

I am JoAnn True, and my professional background is in oil and gas.  I have worked as a petroleum geologist for 20+ years throughout the Rocky Mountain west. 

My husband, Shane, and I both still work in the oil and gas industry, but we now also have other business interests in Casper as well, including as partners in Wyld Gear and Cowboy State Plastics.

 

 

Nick McNamee – Community Bank President of ANB Bank

Nick has been in banking for 17 years, including serving in leadership roles. He has his bachelor’s degree from the University of Wyoming and completed a masters certificate program at Pacific Coast Banking School through the University of Washington.

Nick enjoys giving back to the community and is involved in several volunteer activities including the Platte River Trails Trust as the board President, along with his board membership at the WyoSports Ranch, and committee involvement with the Hogadon Ski Lift project.

Nick and his beautiful wife Stevie have four children. For them youth activities and sports are an everyday and important part of life including soccer, track, alpine skiing, hiking, fishing, and golf.

 

Mike Stepp – President of Donells Candies

I was born in Colorado in 1955, but grew up in Casper, quite literally in the back of my parents’ store, Donells Candies. I have been working in management since I was 16 and am currently the president of the company. I started in the candy business at an early age and have had every job from dishwashing to bookkeeping, sales and candy making. I attended local schools, and am a graduate of Casper College. In 2021 I was one of the alumni named as “Exemplary Alumni” for the College’s 75th anniversary. I am a former member of the Downtown Development Authority. I have been active in the Casper Area Chamber of Commerce and Casper Rotary Club for many years. I also was an appointed member of the Natrona County Library Board of Trustees and served as its chairman twice. I’m currently an elected member of the Natrona County Senior Citizens Service District Board of Trustees. 

I have four children, Cathy, Patrick, Ryan and Erin. All of them have worked in the store at various times and son Ryan is my chief confectioner and partner; along with granddaughter Mikaela, we bring true meaning to the term “family business”. 

I have been interested in economics and local development since I was a young boy. I want to see the economic pie grow to help my company and my neighbors and friends to prosper in the community I love.
